Stone Cold by CJ Box

There's a lot going on in Stone Cold, part of the popular "Joe Picket" series by CJ Box.
Game warden/consultant to the governor Joe has his hands full. First, his daughter Sheridan, an RA at her college, has voiced concerns about one of the students in her dorm--and when 2 other students' guns go missing, her fears are ramped up. Joe's foster daughter April (who is a handful under the best of circumstances) has taken up with an older rodeo rider that Joe doesn't trust and she is acting out. At the same time, the governor has sent Joe out to a remote area of the state ostensibly to work with the game warden there but really to spy on the activities of a mysterious rich man who seems to have taken over that county. The previous undercover agent had been killed in a motel fire so Joe is understandably paranoid--and the more hostility he faces from the locals, the more concerned he becomes. At the same time, Joe hears rumors that his friend Nate might be involved with the mysterious rich man, which is another cause for concern. And just when Joe calls in the cavalry, it starts to snow ,,,
