A Fatal Lie by Chas. Todd

 A young boy sneaks off and goes fishing near a small village in Wales, but instead of a fish, he hooks a body. And the body has no identification on it. So Inspector Rutledge of Scotland Yard is called in. It takes him a while to figure out who the dead man was--and to determine that he was murdered. And then he began a very complicated investigation that included a missing toddler, a duplicitous lawyer who knows more than he's saying, additional deaths, and lots of lies. 

I like this series though this particular book took me a while to get into, though it did pick up in the second half. There wasn't as much Hamish as I like. (In case you're new to the series, Hamish was a soldier Inspector Rutledge served with in WWI, whose execution Rutledge had to oversee, for which he has felt guilty ever since, and is thus haunted by Hamish.) And there was scant mention of the Inspector's personal life. I like the books where he interacts with his sister or has a possible romantic interest. But it was still a good story.
