Suspect by Scott Turow

Suspect picks up after The Last Trial. Trial lawyer Sandy Stern has retired and moved to assisted living. His granddaughter and de facto investigator, Pinky, has now become an official investigator (thanks to Sandy) and is working for a lawyer named Rik Dudek. His newest case involves the chief of police, Lucy, of Highland Isle. Three of her cops (2 now retired) have charged her with demanding sex in order for them to get promotions. While Rik and Pinky find proof to dispute the allegations, they wonder whose master plan this is to get Lucy fired and ruin her reputation. The main suspect is The Ritz, a former cop who has done very well for himself, reputedly through illegal means. That part of the story was okay. But at the same time Pinky is working on Lucy's case, she's also investigating her mysterious new neighbor, who is acting very suspiciously.  About halfway through the book  Turow ties the 2 storylines together, which makes things move along faster. So I'd have to say I liked the second half of the book a lot more than the slow-moving first half of the book. Pinky is a unique character and I'm glad she's back. But I liked The Last Trial more than this book.
