Look for Me by Lisa Gardner

Look for Me is a mystery entwined with a look at the horrible foster care system.
Single mother and alcoholic Juanita Baez loses custody of her 3 kids--young Manny
and her daughters Lola (8) and Roxy (11). Manny lands in a loving foster home but
the girls get sent to a group home where the overburdened (and not particularly caring) foster mother is clueless about how the older kids are harassing and tormenting the younger kids.
When Juanita finally gets her act together and gets her kids back, the girls think their problems are behind them but sadly that is not the case. There is an episode of horrific violence and Roxy is on the run, with the police unsure if she is the perpetrator or a potential next victim.

It's a well-crafted story but very sad. This is part of the DD Warren series, which was new to me. Though I liked the character of DD (cop/wife/mom), if the rest of the series is as sad as this one, I'm not sure I'll look for them at the library.
