Hid from our eyes by Julia Spencer Fleming

 I didn't realize this was a long-running series when I picked this up, but I enjoyed Hid From Our Eyes nonetheless. The main characters are Police Chief Russ and his minister wife Claire. The case Russ is working on involves a girl with no ID who was found dead in the middle of the road. Russ's interest is piqued because 20 years earlier, he had been a suspect when a similar crime happened--and 20 years before that, another anonymous girl had been found in similar circumstances--all unsolved. 

The retired police chief from the previous case, Jack, pops back up. And through flashbacks, we learn how Jack then Russ became cops. At the same time as the murder case is going on, Russ is worried about a vote to rid the town of a separate police force (and instead rely on the State Police), which would cost him and his whole department their jobs. The story ends with a cliffhanger, a missing cop, whose story will undoubtedly unfold in the next book, due out in 2022.
