Riptide by Stella Rimington

A cargo ship carrying goods for an international charity is hijacked off the coast of Ethiopia.
This is of concern because one of the pirates turns out to be a British citizen who's a little vague
about how he ended up in Ethiopia. And also because, as the head of the charity realizes,
someone always seems to know when the charity is shipping a particularly lucrative load (ie, morphine,
a lot of cash for bribes) because those are the ships that keep getting hijacked.

Soon Liz Carlyle and the gang at MI5 are involved as is Liz's significant other, Martin (and French intelligence). They're drawn to investigate a radical mosque in Birmingham and the charity's offices in Athens.
It's all quite the page turner as the various intelligence agencies try to figure out what's really going on--and avert disaster.
